Abstract
Mumbai and other Indian cities are rapidly transforming to address the needs of global commerce and the expanding middle class. Mumbai's vernacular environments, home to most working-class residents, are consequently being redeveloped using supermodern global aesthetics. The urbanism emerging from the current wave of modernism is an unprecedented radical departure from existing patterns of place. Proponents claim the new developments serve low-income residents' interests, when actually they ignore fundamental socio-cultural and economic realities. This paper considers two case studies, Dharavi and Girangaon, highlighting a subset of Mumbai's vernacular environments to argue for their significance and to explore alternative redevelopment approaches.

Abstract
New research in daylighting metrics and developments in validated digital High Dynamic Range (HDR) photography techniques suggest that luminance based lighting controls have the potential to provide occupant satisfaction and energy saving improvements over traditional illuminance based lighting controls. This paper studies occupant preference and acceptance of patterns of luminance using HDR imaging and a repeated measures design methodology in a daylit office environment. Three existing luminance threshold analysis methods [method1: predetermined absolute luminance threshold (for example, 2000 cd/m(2)), method2: scene based mean luminance threshold, and method3: task based mean luminance threshold] were studied along with additional candidate metrics for their ability to explain luminance variability of 18 participant assessments of 'preferred' and 'just disturbing' scenes under daylighting conditions. Per-pixel luminance data from each scene were used to calculate Daylighting Glare Probability (DGP), Daylight Glare Index (DGI), and other candidate metrics using these three luminance threshold analysis methods. Of the established methods, the most consistent and effective metrics to explain variability in subjective responses were found to be; mean luminance of the task (using method3; (adj)r(2) = 0.59), mean luminance of the entire scene (using method2; (adj)r(2) = 0.44), and DGP using 2000 cd/m(2) as a glare source identifier (using method1; (adj)r(2) = 0.41). Of the 150 candidate metrics tested, the most effective was the 'mean luminance of the glare sources', where the glare sources were identified as 7* the mean luminance of the task position ((adj)r(2) = 0.64). Furthermore, DGP consistently performed better than DGI, confirming previous findings. 'Preferred' scenes never had more than similar to 10 percent of the field of view (FOV) that exceeded 2000 cd/m(2). Standard deviation of the entire scene luminance also proved to be a good predictor of satisfaction with general visual appearance.

Abstract
Event-based, flow-paced composite sampling was carried out at the inlet and outlet of a street-side bioretention facility in Seattle, Washington, to assess its ability to reduce street runoff quantity and pollutants. Over 2.5 years, 48 to 74% of the incoming runoff was lost to infiltration and evaporation. Outlet pollutant concentrations were significantly lower than those at the inlet for nearly all monitored constituents. In terms of mass, the system retained most of the incoming pollutants. Besides soluble reactive phosphorus (the mass of which possibly increased), dissolved copper was the least effectively retained; at least 58% of dissolved copper (and potentially as much as 79%) was captured by the system. Motor oil was removed most effectively, with 92 to 96% of the incoming motor oil not leaving the system. Abstract
Proponents claim that the adoption of building information modeling (BIM) will lead to greater efficiencies through increased collaboration. In this paper, we present research that examines the use of BIM technologies for mechanical, electrical, plumbing, and fire life safety systems (often referred to as MEP) coordination and how the introduction of BIM influences collaboration and communication. Using data from over 12 months of ethnographic observations of the MEP coordination process for two commercial construction projects and interviews with 65 industry leaders across the United States, we find that BIM-enabled projects are often tightly coupled technologically, but divided organizationally. This means that while BIM makes visible the connections among project members, it is not fostering closer collaboration across different companies. We outline the competing obligations to scope, project, and company as one cause for this division. Obligations to an individual scope of work or to a particular company can conflict with project goals. Individual leadership, especially that of the MEP coordinator in the teams we studied, often substitutes for stronger project cohesion and organization. Organizational forces and structures must be accounted for in order for BIM to be implemented successfully.

Abstract
Although the current practice of administrative division adjustment in China may help to facilitate regional governance and urbanization economies, it does not effectively resolve the fundamental conflicts between the central city and surrounding county-level cities. This paper examines the impacts of administrative division adjustment on economic development in Changzhou, Jiangsu Province, by focusing on the city's development zones. It identifies major problems in the development zones and explores the major institutional, policy, sociocultural, and spatial planning factors underlying these problems. It further proposes several approaches for the spatial integration of development zones, from the perspectives of institution, policy, and space, with broader implications that go well beyond the Changzhou case.

Abstract
In the aftermath of large-scale natural disasters, emergency management organizations are expected to provide safe temporary housing for a large number of displaced families and to ensure that these housing arrangements are not located in hazardous areas. Potential postdisaster hazards can take many forms such as earthquake aftershocks, landslides, postearthquake soil liquefaction, flooding, hazardous material releases, etc. This paper presents the development of a multiobjective optimization methodology to support decision-makers in emergency management organizations in optimizing postdisaster temporary housing arrangements. The developed methodology incorporates (1) a safety model to measure and quantify temporary housing safety in the presence of multiple potential postdisaster hazards; (2) a cost model to minimize total public expenditures on temporary housing; and (3) a multiobjective optimization model to simultaneously maximize temporary housing safety and minimize public expenditures on temporary housing. An application to a large region is presented to illustrate the use of the models and demonstrate their capabilities in optimizing postdisaster temporary housing arrangements.

Abstract
In the aftermath of catastrophic natural disasters such as hurricanes, tsunamis and earthquakes, emergency management agencies come under intense pressure to provide temporary housing to address the large-scale displacement of the vulnerable population. Temporary housing is essential to enable displaced families to reestablish their normal daily activities until permanent housing solutions can be provided. Temporary housing decisions, however, have often been criticized for their failure to fulfil the socioeconomic needs of the displaced families within acceptable budgets. This paper presents the development of (1) socioeconomic disruption metrics that are capable of quantifying the socioeconomic impacts of temporary housing decisions on displaced populations; and (2) a robust multi-objective optimization model for temporary housing that is capable of simultaneously minimizing socioeconomic disruptions and public expenditures in an effective and efficient manner. A large-scale application example is optimized to illustrate the use of the model and demonstrate its capabilities ingenerating optimal plans for realistic temporary housing problems.

Abstract
The large-scale and catastrophic impacts of Hurricanes Katrina and Rita in 2005 challenged the efficacy of traditional postdisaster temporary housing methods. To address these challenges, the U.S. Congress appropriated $400 million to the Department of Homeland Security to support alternative housing pilot programs, which encourage innovative housing solutions that will facilitate sustainable and permanent affordable housing in addition to serving as temporary housing. Facilitating and maximizing the sustainability of postdisaster alternative housing is an important objective that has significant social, economic, and environmental impacts. This paper presents the development of a novel optimization model that is capable of (1) evaluating the sustainability of integrated housing recovery efforts under the alternative housing pilot program and (2) identifying the housing projects that maximize sustainability. An application example is analyzed to demonstrate the use of the developed model and its unique capabilities in maximizing the sustainability of integrated housing recovery efforts after natural disasters.

Abstract
Both mobility and proximity influence transportation accessibility, but they exist in tension with each other. To understand the region-level trade-off between mobility and proximity requires intermetropolitan comparisons of accessibility. With a focus on the two metropolitan cases of San Francisco and Washington, D.C., we first describe a method for comparing regional accessibility and then explain a method that separates out the effects of mobility and proximity on regional accessibility. We find that the San Francisco region enjoys an accessibility advantage over Washington largely because of faster highway speeds but that central Washington offers an advantage in proximity.
