Abstract

Visitor center plays an important role in the normal operation and sustainable development of scenic spots, especially as a portal image of its management. This paper presents resilience theory for visitor centers to identify some common issues in designing visitor centers in China scenic spots, including the lack of function, loss of architectural characteristics, and difficultly in adapting to changes in the number of visitors with periodic variations. The framework of resilience theory was set from four dimensions, namely, resilience and match in the composition of ontology function, the extended function, integration of buildings into the surrounding environment, and alternative construction technologies and materials. This theory was explained and analyzed with the application of the theory in practice in combination with the design of Mount Hua visitor center. Results showed that resilience theory yields good application effect.

Abstract

The Dujiangyan irrigation system, China's largest, is one of the world's most important examples of sustainable agropolitan development, maintained by a relatively decentralised system of governance that minimises bureaucratic oversight and depends on significant local autonomy at many scales down to the household. At its historic core in the Chengdu Plain, the system has supported over 2000 years of near-continuously stable urban culture, as well as some of the world's highest sustained long-term per-hectare productivity and diversity of grain and other crops, especially considering its high population density, forest cover, general biodiversity and flood management success. During the past decade, rapid urban expansion has turned the Chengdu Plain from a net grain exporter into a grain importer, and has radically transformed its productive functioning and distinctive scattered settlement pattern, reorganising much of the landscape into larger, corporately-managed farms, and more concentrated and infrastructure-intensive settlements of non-farming as well as farming households. Community-scale case studies of spatial-morphological and household socio-economic variants on the regional trend help to articulate what is at stake. Neither market-driven 'laissez-faire' rural development nor local state-driven spatial settlement consolidation and corporatisation of production seem to correlate well with important factors of resilience: landscape heterogeneity; crop diversity and food production; permaculture; and flexibility in household independence and choice of livelihood. Management of the irrigation system should be linked to community-based agricultural landscape preservation and productive dwelling, as sources of adaptive capacity crucial to the social-ecological resilience of the city-region, the nation and perhaps all humanity.

Abstract

Coastal regions around the Pacific Ring of Fire share the risk of massive earthquakes and tsunamis. Along with their own political-economic, cultural and biophysical contexts, each region has their own history and experiences of tsunami disasters. Coastal areas of Washington State in the U.S. are currently at risk of experiencing a tsunami following a massive Magnitude 9 (M9) earthquake anticipated in the Cascadia Subduction Zone (CSZ). Looking ahead to consider adaptive planning in advance of a tsunami following this M9 event, this paper explores how lessons from recent megaquake- and tsunami-related experiences of risk-based planning and relocation in coastal areas of Japan and Chile could inform anticipatory action in coastal Washington State. Based on a comparison of earthquake and tsunami hazards, social factors, and the roles of government, this paper outlines a framework to compare policy contexts of tsunami risk-based planning and relocation in three Ring of Fire countries, including factors shaping the possible transfer of approaches between them. Findings suggest some aspects of comparative significance and commonalities shared across coastal communities in the three countries and at the same time highlight numerous differences in governance and policies related to planning and relocation. Although there are limitations to the transferability of lessons in disaster adaptive planning and anticipatory action from one national/regional context to another, we believe there is much more that Washington and the Pacific Northwest can learn from Japanese and Chilean experiences. In any context, risk reduction policies and actions need to garner political support in order to be implemented. Additional case study research and detailed analysis is still needed to understand specific lessons that may be applied to detailed risk-based planning and relocation programs across these different national contexts.

PhD in the Built Environment

The College of Built Environments consists of five departments that together provide one of the country’s few comprehensive built environment programs within one academic unit: Architecture, Construction Management, Landscape Architecture, Real Estate, and Urban Design and Planning. Together, this combination of departments enable faculty and students to engage almost the entire development process, from economic and environmental planning, real estate, regulatory processes, siting and design, through actual financing and construction, to facility management and adaptive reuse in subsequent stages. Thus, the college is inherently multi-disciplinary, not only in terms of the dimensions of reality that it treats, but also in regard to the specialized disciplines, methods, and practices that it employs: history, theory, cultural criticism, engineering, design, planning, urban design, energy sciences, acoustics, lighting, environmental psychology, ecology, real estate analysis, statistics, management, horticulture, soil science, law, public policy, and ethics. In addition, because of the College’s focus on comprehensive analysis and practice concerning the built environment and its interrelation with society, it is substantially engaged in interdisciplinary work with other units on campus and outside of the campus, including mechanical, civil, and electrical engineering; with public policy and the health sciences; with art and art history; with textual interpretation in the humanities; with many of the computing and digitization activities that range from digital arts to the information school and technical communications; with education and social studies and services; with sustainability and ecological programs, including urban ecology, geography, the College of Forest Resources (especially urban horticulture and urban forestry), and Ocean Science and Fisheries; with environmental and land use law.

The College’s interdisciplinary character is a good fit with the emerging trends in today’s complex world, where only a pluralistic and collaborative approach will generate the necessary learning and teaching, research, and service. If we are to provide, in the end, both disciplinary and professional means to promote environmental well-being, the diverse environmental specializations must be fully integrated. Thus, working outside traditional disciplinary and departmental categories, the College’s faculty will advance solutions to problems that demand interdisciplinary perspectives and expertise. Other UW units bring much to bear on the built environment and students are wholeheartedly encouraged to explore possible cross-campus connections both in obvious and seemingly unlikely places. The Technology and Project Design/Delivery specialization especially connects with Psychology, the Information School, Technical Communication, Computer Science and Engineering, and Industrial Engineering; the Sustainable Systems and Prototypes field with Civil Engineering, Electrical Engineering, Industrial Engineering, Mechanical Engineering, the Information School, Technical Communication, the College of Forest Resources (especially Eco-System Science and Conservation, Urban Horticulture and Urban Forestry), the Evans School of Public Affairs, Geography, Public Health, Ocean Science and Fisheries, and Social Work, Urban Ecology, and perhaps Advanced Materials and Manufacturing Processes and Nanotechnology; the area of History, Theory, and Representation with Textual Studies, Art History, Interdisciplinary Arts & Sciences at Tacoma, and Comparative History of Ideas.

Urban Design & Planning Interdisciplinary PhD

The Urban Design & Planning Interdisciplinary Ph.D. at the University of Washington is one of 39 Ph.D. programs in urban and regional planning in North America, and one of the oldest, founded in 1967.

This program brings together faculty from disciplines ranging from Architecture to Sociology to focus on the interdisciplinary study of urban problems and interventions. Covering scales from neighborhoods to metropolitan areas, the program addresses interrelationships between the physical environment, the built environment, and the social, economic, and political institutions and processes that shape urban areas. The breadth of this program permits students to pursue doctoral studies in the various aspects of urban design and planning as well as in a number of related social science, natural resource, and engineering areas.

The Program seeks to prepare scholars who can advance the state of research, practice, and education related to the built environment and its relationship to society and nature in metropolitan regions throughout the world. The program provides a strong interdisciplinary educational experience that draws on the resources of the entire University, and on the laboratory provided by the Seattle metropolitan region and the Pacific Northwest. The program emphasizes the educational values of interdisciplinarity, intellectual leadership and integrity, and the social values of equity, democracy and sustainability. It seeks to promote deeper understanding of the ways in which public decisions shape and are shaped by the urban physical, social, economic, and natural environment. The program envisions its graduates becoming leaders in the international community of researchers, practitioners and educators who focus on improving the quality of life and environment in metropolitan regions.

Northwest Center for Livable Communities

The Northwest Center’s mission is to enhance the livability of communities in the Pacific Northwest through applied research and outreach in the areas of land use planning, policy, and design; healthy communities; food security; and public participation and democracy.

The Center is a research and policy center focused on issues of environmental and economic sustainability, quality of life, and responsible governance using Washington as a model. Recognizing that the term “livability” has many different definitions and interpretations, the Center’s programs are focused on how the fields of urban planning and design, landscape architecture, and architecture work within this broader context to address livability factors.

The Center operates from the belief that the university should, in cooperation with state agencies, local governments, and community leaders, seek to improve existing social and environmental conditions through research and innovative policy development. It advocates development strategies that focus on smart and efficient land use, strong communities, high-wage, low waste jobs and economic development and public participation and accountability in government.

Institute for Hazards Mitigation Planning and Research

The Institute for Hazards Mitigation Planning and Research is an interdisciplinary academic institute housed in the College of Built Environments. The Institute is dedicated to exploring ways to enhance Community Resilience, through integration of hazards mitigation principles across all aspects of community development. Its mission is to build a resource center that will enhance risk reduction and resilience activities through research and analysis of hazards, policies related to mitigation, and outreach to the community.

The Institute for Hazards Mitigation Planning and Research is dedicated to integrating hazards mitigation principles into a wide range of crisis, disaster, and risk management opportunities. The Institute provides expertise in disaster preparedness, response, and recovery with a special emphasis on mitigation and planning in the promotion of community sustainability. It is interdisciplinary in focus and structure, and the capabilities of the Institute are enhanced by its close relationship with other academic and research organizations. This incorporates collaboration with several other disciplines within the University of Washington.

The Institute’s faculty and researchers are involved in numerous innovative and path-breaking research initiatives with the ultimate goal of enhancing community capacity to anticipate, respond to, cope with, and recover from natural and man-made hazard events.

Center for Asian Urbanism

The Center for Asian Urbanism was established to promote and undertake interdisciplinary and collaborative research of urban conditions and processes in Asia and the “Global Pacific”, for example, the relevance of cities and city-regions in Asia to each other, to the Pacific Northwest of the U.S., and to the world at large. 

The Center integrates research and action-oriented activities in the field to develop new knowledge and inform policy, decision-making and professional development. It provides a platform locally and internationally for critical discussion of urban issues in Asia and beyond.

The Center serves as a platform to explore the intersection of architecture, construction, landscape architecture, and urban design and planning. It is also the goal of the collaborative to establish the University of Washington as a national and international leader in the field of urban research in Asia. The College, together with other units at the University of Washington, including especially the Jackson School of International Studies, the Asian Law Center and the Foster School of Business’s Global Business Center, currently has one of the strongest concentrations of scholars on Asian cities and urbanization in the United States.
