Coastal Adaptations with the Shoalwater Bay Tribe: Centering Place and Community to Address Climate Change and Social Justice

The proposed community-based participatory action research project is a collaborative research, planning and design initiative that will enable a UW research team to work with the Shoalwater Bay Indian Tribe to explore sustainable and culturally relevant strategies for an upland expansion in response to climate change-driven sea level rise and other threats to their coastal ecosystems and community. The situation is urgent as the reservation is located in the most rapidly eroding stretch of Pacific coastline in the US, on near-sea-level land vulnerable also to catastrophic tsunamis. The project will advance the Tribe’s master plan and collaboratively develop a model of climate adaptive, culture-affirming and change-mitigating environmental strategies for creating new infrastructure, housing and open spaces in newly acquired higher elevation land adjacent to the reservation. Design and planning strategies will draw on culturally-based place meanings and attachments to support a sense of continuity, ease the transition, and create new possibilities for re-grounding. Sustainable strategies generated by the project will draw on both traditional ecological knowledge and scientific modeling of environmental change. The project will involve the following methods and activities:

  • The creation of a Tribal scientific and policy Advisory Board with representatives from the Tribal Council, elder, youth, state and county agencies, and indigenous architects and planners;
  • Student-led collaborative team-building and research activities that will also engage Tribal youth;
  • Systematic review of the Tribe’s and neighboring county plans;
  • Interviews, focus groups and community workshops to identify priority actions, needs and strategies;
  • Adaptation of existing research on sustainable master planning, design and carbon storing construction materials; and
  • The development of culturally meaningful and sustainable building prototypes.

Deliverables include a report of findings summarizing community assets and values, and priorities for the upland expansion vetted by Tribal leaders, documentation and evaluation of the UW-community partnership and engagement process, digitized web- based geo-narratives and story maps and technical recommendations for culturally-informed schematic designs, sustainable construction methods and low-embodied carbon storing materials. The project process and outcomes will have broad applicability for other vulnerable coastal communities and can be used to support their climate adaptation efforts as well.

Abstract

The recent global financial crisis increased the volatility of housing markets and furthered the ongoing disinvestment in public sector housing. This disinvestment has been manifest in urban restructuring programmes involving both the privatisation and the wholesale demolition of public/social housing. For example, programmes like HOPE VI in the USA have radically altered the landscape of public housing through the demolition of tens of thousands of housing units nationwide. However, what of the people who occupied this housing, and what of the lives they had built there? In such a context, deliberating on the notion of being at home becomes a pressing task, necessitating serious consideration of the lived experience of place and place attachments among those who have been displaced by such programmes. While research has studied outcomes such as the quality of the new neighbourhood and household economic stability, it does not adequately address the lived experience of place and the disruptions that forced relocation can cause. This paper brings the literature on place attachment into the discussion of urban restructuring programmes and discusses the findings of several empirical studies on place attachment to provide a more complete picture of the impacts of such programmes on poor people. It demonstrates how place attachments in the context of public housing are complicated by poverty, power dynamics, ambivalence, and stigma, underscoring how attachments are formed through the interplay of policy and programme rhetoric, and the active processes of meaning making among residents. Policy implications of considering place attachments in public housing redevelopment efforts are also addressed.

Abstract

This paper develops a theoretical argument for how place attachments are forged and become dynamically linked to increasingly common mobility practices. First, we argue that mobilities, rather than negating the importance of place, shift our understanding of place and the habitual ways we relate to and bond with places as distinct from a conception of place attachment premised on fixity and stability. Second, we document how the body of research on place attachment has both reinforced and contested 'sedentaristic' assumptions criticized within the so-called 'mobilities turn' in the social sciences. Third, we present a conceptual framework, built around different modes of interrelation between fixity and flow, as a way to re-theorize, link and balance the various studies of place attachment that have grappled with mobility. Finally, we sketch out the main research implications of this framework for advancing our understanding of place attachment in a mobile world.

PhD in the Built Environment

The College of Built Environments consists of five departments that together provide one of the country’s few comprehensive built environment programs within one academic unit: Architecture, Construction Management, Landscape Architecture, Real Estate, and Urban Design and Planning. Together, this combination of departments enable faculty and students to engage almost the entire development process, from economic and environmental planning, real estate, regulatory processes, siting and design, through actual financing and construction, to facility management and adaptive reuse in subsequent stages. Thus, the college is inherently multi-disciplinary, not only in terms of the dimensions of reality that it treats, but also in regard to the specialized disciplines, methods, and practices that it employs: history, theory, cultural criticism, engineering, design, planning, urban design, energy sciences, acoustics, lighting, environmental psychology, ecology, real estate analysis, statistics, management, horticulture, soil science, law, public policy, and ethics. In addition, because of the College’s focus on comprehensive analysis and practice concerning the built environment and its interrelation with society, it is substantially engaged in interdisciplinary work with other units on campus and outside of the campus, including mechanical, civil, and electrical engineering; with public policy and the health sciences; with art and art history; with textual interpretation in the humanities; with many of the computing and digitization activities that range from digital arts to the information school and technical communications; with education and social studies and services; with sustainability and ecological programs, including urban ecology, geography, the College of Forest Resources (especially urban horticulture and urban forestry), and Ocean Science and Fisheries; with environmental and land use law.

The College’s interdisciplinary character is a good fit with the emerging trends in today’s complex world, where only a pluralistic and collaborative approach will generate the necessary learning and teaching, research, and service. If we are to provide, in the end, both disciplinary and professional means to promote environmental well-being, the diverse environmental specializations must be fully integrated. Thus, working outside traditional disciplinary and departmental categories, the College’s faculty will advance solutions to problems that demand interdisciplinary perspectives and expertise. Other UW units bring much to bear on the built environment and students are wholeheartedly encouraged to explore possible cross-campus connections both in obvious and seemingly unlikely places. The Technology and Project Design/Delivery specialization especially connects with Psychology, the Information School, Technical Communication, Computer Science and Engineering, and Industrial Engineering; the Sustainable Systems and Prototypes field with Civil Engineering, Electrical Engineering, Industrial Engineering, Mechanical Engineering, the Information School, Technical Communication, the College of Forest Resources (especially Eco-System Science and Conservation, Urban Horticulture and Urban Forestry), the Evans School of Public Affairs, Geography, Public Health, Ocean Science and Fisheries, and Social Work, Urban Ecology, and perhaps Advanced Materials and Manufacturing Processes and Nanotechnology; the area of History, Theory, and Representation with Textual Studies, Art History, Interdisciplinary Arts & Sciences at Tacoma, and Comparative History of Ideas.

Urban Design & Planning Interdisciplinary PhD

The Urban Design & Planning Interdisciplinary Ph.D. at the University of Washington is one of 39 Ph.D. programs in urban and regional planning in North America, and one of the oldest, founded in 1967.

This program brings together faculty from disciplines ranging from Architecture to Sociology to focus on the interdisciplinary study of urban problems and interventions. Covering scales from neighborhoods to metropolitan areas, the program addresses interrelationships between the physical environment, the built environment, and the social, economic, and political institutions and processes that shape urban areas. The breadth of this program permits students to pursue doctoral studies in the various aspects of urban design and planning as well as in a number of related social science, natural resource, and engineering areas.

The Program seeks to prepare scholars who can advance the state of research, practice, and education related to the built environment and its relationship to society and nature in metropolitan regions throughout the world. The program provides a strong interdisciplinary educational experience that draws on the resources of the entire University, and on the laboratory provided by the Seattle metropolitan region and the Pacific Northwest. The program emphasizes the educational values of interdisciplinarity, intellectual leadership and integrity, and the social values of equity, democracy and sustainability. It seeks to promote deeper understanding of the ways in which public decisions shape and are shaped by the urban physical, social, economic, and natural environment. The program envisions its graduates becoming leaders in the international community of researchers, practitioners and educators who focus on improving the quality of life and environment in metropolitan regions.

Applied Research Consortium

The Applied Research Consortium (ARC) is rooted in the idea that collaboration across academia and industry will accelerate progress in our fields. ARC brings together an interdisciplinary group of built environment firms with faculty experts and graduate student researchers at the University of Washington’s College of Built Environments (CBE) to address the most vexing challenges that firms face today. The next generation of practitioners and scholars apply their creativity and knowledge of the latest scholarship and practices, accelerating progress and preparing for future work at the leading edge of our fields.

Through the ARC initiative, built environment firms with a presence in the Seattle area partner with College of Built Environments graduate students and faculty for research that is targeted at the specific needs of the firms. Firms work with faculty to shape research priorities for the consortium based on their needs and the latest research in our fields. ARC then matches graduate student fellows with firms for multi-quarter applied research projects that directly relate to the firms’ current work. Faculty mentors and supervisors at firms work with the fellows, contributing to their academic and professional development in the program and ensuring that the projects fit with longer term research goals.

The unique set of fields under the College of Built Environments umbrella—architecture, construction management, landscape architecture, real estate, and urban design and planning—allows ARC projects to leverage creative, interdisciplinary approaches to the most vexing problems that firms–and the disciplines themselves–face today.

ARC builds on CBE’s prioritization of equity and diversity, thus ensuring that the next generation of built environments practitioners and scholars bring the broadest possible range of perspectives and experiences to their work.

 

Lynne Manzo

Lynne Manzo, PhD, is a Professor in the Department of Landscape Architecture. She teaches in both the BLA and MLA programs. Dr. Manzo is also an Affiliate Faculty member in the PhD Program in the Built Environment and the Interdisciplinary PhD Program in Urban Design and Planning, and an Adjunct Professor in the UW School of Social Work.

As an Environmental Psychologist by training, Manzo specializes in the study of the interrelationships between people and their physical surroundings. Her view of the environment includes not only natural and built settings, but also the socio-cultural and political milieu that shape the appearance, meanings and uses of space.

Manzo’s interests and areas of research focus on people-place relationship in urban space through a social justice lens, with particular attention to place attachment, place meaning & identity, as well as the politics of place. She has spent years conducting housing research and participating in advocacy efforts for affordable housing. This includes investigations of grassroots organizing and building rehabilitation efforts among residents of landlord-abandoned buildings in Harlem and the South Bronx, and conducting research for the Seattle Housing Authority, the King County Housing Authority and the Bremerton Housing Authority to understand the impacts of public housing demolition and redevelopment on low-income communities.

Currently, Manzo’s work focuses on place change, displacement and anti-displacement strategies. In one of her research projects, she is working with the non-profit, community-based organization Wa Na Wari, which “creates space for Black homeownership, possibility, belonging, and artistic creativity” in Seattle’s historically Black Central District, to conduct research that supports their ongoing anti-displacement organizing work. Related to this, in the Spring of 2020, Manzo led an advanced, graduate-level research studio on anti-displacement strategies with King County as the client, focusing on the diverse communities of Skyway-West Hill and White Center/North Highline (report forthcoming). These majority minority communities are currently under serious threat of gentrification and displacement.
