Abstract

This paper explores what role Rancière's work can play in the struggle for a more democratic world. It highlights the strength of Rancière's conception of democracy, which clearly identifies democracy as a popular disruption of the prevailing police order. This order claims to have assigned a proper role to all parts of society. Democracy for Rancière is when an element emerges that has not been taken account of and demonstrates the police order's claim to be false. Among the many benefits of this way of understanding democracy, it upsets any easy association between hegemony and democracy - as in Laclau & Mouffe - and it refuses utterly the ideological fiising of democracy, capitalism, and the state offered by the liberaldemocratic- capitalist consensus. However, Rancière's approach also introduces significant limits on democracy because it denies that democracy can ever do more than disrupt the prevailing order. It does not allow for the possibility that democracy can grow and spread to the point that it becomes pervasive in the polity. This paper uses the case of the Egyptian uprising to show how this limitation closes off important political possibilities. Abstract

This study examines the distribution of crime across various types of low-income housing developments and estimates the main and interactive effects of housing development and neighborhood characteristics on crime. Negative binomial regression models were estimated to observe the influence of security and design features, neighborhood concentrated disadvantage, residential stability, and nearby nonresidential land use on crime at the housing developments. The findings suggest that low-income housing developments are not uniformly criminogenic, and both development characteristics and neighborhood conditions are relevant for understanding crime in low-income housing developments. Implications for prevention are discussed.

Abstract

This paper develops an analytical framework to estimate commute accessibility and adoption of various ridehailing service concepts across the US by synthesizing individual commute trips using national Longitudinal Employer-Household Dynamics Origin-Destination Employment Statistics (LODES) data. Focusing on potential improvements in cost and time that could be enabled by vehicle automation, we use this modeling framework to simulate a lower-price autonomous service (e.g., 50% or 75% lower) with variable wait times and implementation levels (solo, pooled, and first/last mile transit connections services, alone or in combination) to determine how they might affect adoption rates. These results are compared across metrics of accessibility and trip density, as well as socioeconomic factors such as household income. We find - unsurprisingly - that major cities (e.g. New York, Los Angeles, and Chicago) support the highest adoption rates for ridehailing services. Decreases in price tend to increase market share and accessibility. The effect of a decrease in price is more drastic for lower income groups. The proposed method for synthesizing trips using the LODES contributes to current travel demand forecasting methods and the proposed analytic framework can be flexibly implemented with any other mode choice model, extended to non-commute trips, or applied to different levels of geographic aggregation.

Abstract

Changing sociocultural and historiographic contexts require new approaches to interpretation and presentation at National Park Service-administered sites. Through the study of two NPS parks in Washington State (San Juan Island National Historical Park and Whitman Mission National Historic Site), this article explores the agency's interpretive programs and practices in relation to founding mandates and contemporary relevance. As demonstrated by these case studies, efforts to expand programming and presentations within the NPS system are ongoing but at present insufficient in light of current changes in demographics and visitation. Ultimately, for the NPS to remain relevant in the twenty-first century it must respect founding mandates but diversify interpretation of its parks' contested histories, thereby enhancing its contemporary relevance and better engaging today's audiences.

Abstract

This study catalogues the location, clustering and sociodemographic distribution of the development of multifamily rental housing over the last five decades in the Texas Triangle, one of the fastest growing megaregions in the United States. The research reveals prior to the 1970s, apartments clustered in downtown areas; throughout the 1980s and 1990s, the development of apartments expanded to the suburbs and along major interstates; and in the 2000s, apartment growth continued in the peripheral areas while returning downtown. During this time period, apartments were developed most often in majority white, high-income and low-poverty neighbourhoods. These geographic and sociodemographic characteristics challenge widespread conceptions that equate multifamily rental housing with central city locations and low-income populations. The findings suggest that multifamily rental housing offers a powerful tool to increase residential density in downtown and suburban locations, while also accommodating a sociodemographically diverse population.

Abstract

Paratransit services developed under the Americans with Disabilities Act are a critical transportation means for persons with disabilities to meet their basic needs, but the COVID-19 pandemic posed an unprecedented challenge to service providers. To safeguard transportation equity, this study used complete records of service trips and riders obtained from the Access Transportation Program in the Seattle region for an empirical analysis aimed at answering two research questions. First, how did the ridership and trip purposes of paratransit change after the outbreak of COVID-19? Second, what factors explained the users' changing levels of service usage in response to the pandemic? Statistical methods, including a Hurdle model, were employed as the analytical tools. The results show that paratransit ridership dramatically decreased during 2020 with the most substantial reductions of working and non-essential personal trips, and that most of the remaining trips were for medical purposes. The results also indicate that riders' service usage during the pandemic was associated with their sociodemographic characteristics, disability conditions, and pre-pandemic travel demand. When controlling for other factors, riders who lived in neighborhoods with lower income and lower access to personal vehicles were more dependent on the service. Based on the empirical findings, we recommend that when developing plans for future disruptive events, public transit agencies should promptly implement safety measures, identify and prioritize neighborhoods that are most in need of mobility services, and actively pursue collaboration with other organizations for innovative service delivery options.

Abstract

Following disasters, emergency management agencies are under immense pressure to make quick decisions regarding the provision of temporary housing, including their locations and types. Such decisions can significantly impact the socioeconomic recovery of displaced families and available budgets for other postdisaster activities. To address these challenges, a new holistic temporary housing planning framework is proposed to offer customized housing plans tailored to the specific social, economic, and psychological needs of displaced families while controlling expenditures. This paper presents the theoretical formulation and implementation details of the community-based housing response pool, which is a comprehensive framework that aims at (1)quantifying the specific needs and preferences of each displaced family, (2)evaluating the ability of housing alternatives to meet those needs, (3)computing temporary housing life cycle costs, and (4)optimizing housing decisions accordingly. The paper also presents an application example to demonstrate and evaluate the optimization model capabilities.

Abstract

This article uses the Panel Study of Income Dynamics to analyse Black-White differences in housing cost burden exposure among renter households in the USA from 1980 to 2017, expanding understanding of this phenomenon in two respects. Specifically, we document how much this racial disparity changed among renters over almost four decades and identify how much factors associated with income or housing costs explain Black-White inequality in exposure to housing cost burden. For White households, the net contribution of household, neighbourhood and metropolitan covariates accounts for much of the change in the probability of housing cost burden over time. For Black households, however, the probability of experiencing housing cost burden continued to rise throughout the period of this study, even after controlling for household, neighbourhood and metropolitan covariates. This suggests that unobserved variables like racial discrimination, social networks or employment quality might explain the increasing disparity in cost burden among for Black and White households in the USA.

Abstract

This paper develops estimates of the relationship between local density and single-family home values using 2017 transactions for five U.S. metropolitan regions: Chicago, Los Angeles, Minneapolis, Philadelphia, Seattle. Proposals to build new commercial and residential development projects that would increase local density commonly face opposition from local homeowners. Academic literature links the response from homeowners to concerns that higher density is associated with lower property values but there is limited empirical evidence establishing this relationship at the local level. We find a positive and significant relationship between density and house value in the core area of the five metropolitan regions we analyze. Within 7.5 miles of the center of these metropolitan regions, a 10% increase in surrounding built area density is associated with a 1.1–1.9% increase in house prices per square foot. For outlying areas, the estimates are smaller and even negative in several cases. We instrument density based on topographic and soil characteristics and find similar results. These findings point to the need for a more nuanced discussion of the relationship between local density and housing values.

Abstract

Dispute resolution requires pursuit of mutual agreement and implies accordant resolve between the disputing parties. In truth, mutual agreement stems from acceptable risks and negotiated terms centered upon equity arguments wherein the parties assess, evaluate, negotiate, and battle for high ground. Where the parties clearly understand their respective positions relative to the applicable laws, facts outweigh emotions, and the parties are more likely to avoid disputes. This paper defines high ground based upon legal theory in quantum meruit, which means, as much as he deserves. Equity arguments can trump written contractual provisions. Owners, architects, engineers, and contractors must become wise to these arguments to protect its shareholders' interests. To promote understanding, five different case scenarios are presented using actual disputes experienced on (1) notice provisions, (2) cumulative impact claims, (3) no damages for delay clauses, (4) acceleration, and (5) owner review durations. These case scenarios demonstrate that acquiring high ground requires clear understanding and synchronization of both the contract and the applicable governing laws. Ultimately, the party possessing higher ground will find itself in a more favorable position when disputes occur. (c) 2015 American Society of Civil Engineers.
