Northwest Center for Livable Communities

The Northwest Center’s mission is to enhance the livability of communities in the Pacific Northwest through applied research and outreach in the areas of land use planning, policy, and design; healthy communities; food security; and public participation and democracy.

The Center is a research and policy center focused on issues of environmental and economic sustainability, quality of life, and responsible governance using Washington as a model. Recognizing that the term “livability” has many different definitions and interpretations, the Center’s programs are focused on how the fields of urban planning and design, landscape architecture, and architecture work within this broader context to address livability factors.

The Center operates from the belief that the university should, in cooperation with state agencies, local governments, and community leaders, seek to improve existing social and environmental conditions through research and innovative policy development. It advocates development strategies that focus on smart and efficient land use, strong communities, high-wage, low waste jobs and economic development and public participation and accountability in government.

Circular City + Living Systems Lab

The Circular City + Living Systems Lab (CCLS) is an interdisciplinary group of faculty and students applying principles of research and design to investigate transformative strategies for future cities that are adaptive and resilient while facing climate change. 

Synthesizing expertise from architecture, landscape architecture, engineering, planning, biology, and ecology, the Lab’s innovative research spans core topics such as the integration of living systems in the built environment to produce and circulate resources within the food-water-energy nexus, and spatial design responses to COVID-19. 

Ongoing work at the CCLS includes research on urban integration of aquaponics, urban and building-integrated agriculture, circular economies in the food industry, algae production, and green roof performance.

Branden Born

Let’s assume that planning can be roughly divided into two general lines of thought: consideration of the physical and built environment, and the societal aspects of the processes of human development. Within that artificial binary, Born’s interests lie in the societal more than the physical.


While he considers himself a bit of a land use planner, he is really focused on how we make decisions as a collective society. Thus, he is interested in the planning process: who is at the table, who is not, and why; as well as who benefits and who suffers from decisions that planners make. In that context, he studies planning processes and regional governance and specifically focuses on the food system as a lens by which we can examine and understand broader conditions. Questions of state-community interaction, the changing role of the state, democracy, and the influence of corporatism and neoliberalism at all scales of development permeate his thinking.


With interests that span theory and practice, he tries to develop or participate in opportunities for creative governance. He sits on the Puget Sound Regional Council’s Regional Food Policy Council, an organization he helped found. He is also a founding member of the Washington State Food System Roundtable. He has collaborated with researchers, community members, and local governments on several healthy community initiatives in King County, Washington. As example of the professional theory-practice tension that he enjoys, he co-authored the American Planning Association’s Planning Advisory Service Report on Planning for Community and Regional Food Systems, and wrote with his colleague, Mark Purcell, a well-known piece in the Journal of Planning Education and Research critiquing the unquestioning emphasis of localism in early food system research and practice.


He also maintains a research and class connection to Oaxaca, Mexico, where he tries to visit with students for a class on Food Sovereignty and the Roots of Migration each summer.


Most recently, he helped start and currently co-directs the University of Washington’s Livable City Year program, a community engagement project that pairs the university and a community for an academic year. In that time, about 20 classes from across the schools and departments at the university work on projects proposed by the city to serve the broad concepts of livability and sustainability.

Mehlika Inanici

Mehlika Inanici, Ph.D. is a Professor and the former director of the Design technology track of the Master of Science in Architecture program at the University of Washington, Department of Architecture.

The focus of her research is computational lighting design and analysis. The underlying presumption in her research and teaching is that analytical approaches employed throughout the design processes help architects envision the performance of their designs, accelerate and improve design decisions, and reduce the uncertainty of the outcome. A large body of her research centers on developing and utilizing computer-based (day)lighting analysis techniques and metrics that can facilitate occupant comfort, satisfaction, health, and productivity improvements, in conjunction with significant energy savings.

Inanici has authored or co-authored highly influential papers on the use of high dynamic range (HDR) photography to measure and evaluate existing environments and to conduct psychophysical studies on visual comfort and preference. Her work on lighting measurements with HDR photography was selected as one of the “25 classic papers” in the 50-year history of the Journal of Lighting Research and Technology (2018) among the 2048 papers published between 1969 to 2018. Some of her papers are on the most cited list in Leukos (the journal of Illuminating Engineering Society) and Lighting Research and Technology.

She developed Lark Multispectral Lighting tool in collaboration with ZGF Architects LLC. Lark is an open-source software to simulate the non-visual effects of light that entrains the human circadian system. She also co-developed hdrscope in collaboration with Viswanathan Kumaragurubaran.
Her research has been funded by the US Department of Energy, the Pacific Northwest National Laboratory, the University of Washington Royalty Research Fund, UW Built Environments Innovations Collaborative Grant, and the Nuckolls Funding for Lighting Education.

Prof. Inanici’s teaching focuses on graduate-level courses on building performance simulation (Arch 524 Design Technology V, Arch 582 Computational Lighting Research, and 598 Performance-Driven Design) and research methodologies. She supervises students from the Master of Architecture, Master of Science in Architecture, and the Ph.D. program in Built Environments.

Inanici has received her Ph.D. degree from the University of Michigan. She has Master of Science degrees both in Architecture (University of Michigan) and Building Science (METU), and a Bachelor of Architecture degree (METU). Previously, she worked at the Lawrence Berkeley National Laboratory in Berkeley California. Dr. Inanici is a member of the Illuminating Engineering Society, the International Commission on Illumination, and the International Building Performance Simulation Association.

Jennifer Dee

Lecturer Jennifer Dee teaches beginning architectural design studios for graduate and undergraduate students. She also teaches several courses in architectural theory. A winner of the College of Architecture & Urban Planning Lionel “Spike” Pries Teaching Award, she serves as faculty advisor/editor of the Department’s architecture journal, Column 5, and has taught in several foreign study programs, including Scandinavia in 1998 and Rome in 1999 and 2001 in an interdisciplinary course with the Comparative History of Ideas Program. She received her Master of Architecture degree from the University of Washington.

Gundula Proksch

Gundula Proksch is a scholar, licensed architect, and Professor in the Department of Architecture and Adjunct Professor in the Department of Landscape Architecture. She is the Founding Director of the Circular City + Living Systems Lab (CCLS), an interdisciplinary research group investigating transformative strategies for sustainable urban futures. The CCLS leverages research and design methods to investigate the potential of synergetic systems to apply circular economy principles and integrate living systems in buildings and cities. These approaches produce and circulate resources within the food-water-energy nexus toward efficient, just, and sustainable urban built environments.

Professor Proksch is the Principal Investigator of the National Science Foundation (NSF) funded research project “Belmont Forum Collaborative Research: CITYFOOD.” As part of an international research consortium, with partners in Germany, Sweden, Norway, the Netherlands and Brazil, CITYFOOD investigates the potential of integration of aquaponic systems into cities on a broad scale, as an innovative solution to mitigate daunting environmental, economic, and social challenges. Her book Creating Urban Agricultural Systems: An Integrated Approach to Design (Routledge, 2017) is the first source book on how to approach urban agriculture from a systems perspective. It explores the ways urban farms provide integrated environmental systems, innovative operational strategies, and design approaches to create environmentally sound and economically viable urban agricultural operations.

Professor Proksch’s interdisciplinary sustainability research builds on her professional experience spanning fifteen years of practice in Europe and the United States. She practiced with renowned architects, David Chipperfield in London and Richard Meier, Stan Allen and Roger Duffy of SOM in New York. She holds a Master of Architecture from Cornell University and a master-level degree from the Technical University Braunschweig in Germany. She received a DAAD scholarship for independent studies at the Swiss Federal Institute of Technology, ETH Zurich in Switzerland.
