Abstract
The used car market is a critical element for the mass adoption of electric vehicles (EVs). However, most previous studies on EV adoption have focused only on new car markets. This article examines and compares the effects of charging infrastructure characteristics on the preferences for EVs among both new and used car buyers. This study is based on an online stated preference choice experiment among private car owners in the U.S., and the results of comparable binomial logistic models show that new and used car buyers generally share similar patterns in preferences for EVs, with exceptions for sensitivity toward fast charging time, and home charging solutions. Respondents' stated willingness to adopt an EV increases considerably with improvements in driving range, and the effects on new and used car buyers are similar. The study also finds that better availability of charging infrastructure largely increases preference for EVs. The results further reveal that slow and fast charging have complementary effects on encouraging EV adoption as the combination of public slow and fast charging can compensate for the unavailability of home charging.

Abstract
Background: Transportation policies and projects have multiple impacts on health. Research on these impacts can help promote positive and reduce adverse health consequences of decisions made by transportation agencies. Methods: In 2019 the U.S. National Cooperative Highway Research Program published a research roadmap for transportation and public health based on an extensive literature search and key informant interviews. The roadmap identified 44 research gaps and 122 research needs on a wide range of relevant topics. From this list, using pre-established criteria including specificity, equity, potential impact, and long-term usefulness, we selected 20 topics suitable for further research especially in academic settings. Results: We present the questions, context, and possible research approach for each of the 20 topics. These topics cover issues ranging from integrating equity into performance measures and developing forecasting models for active travel to incorporating health questions into routine household travel surveys and examining health impacts of autonomous vehicles. We added questions on the impacts of the COVID-19 pandemic on transportation. Discussion: This list will be useful to faculty, researchers, and students as they consider topics for research in transportation and public health. Results of research on these topics could influence transportation decisions in policy making, planning and community participation, capital programming, project design, and implementation. Future leaders of transportation agencies, transportation providers, and advocacy organizations may be more likely to consider transportation policies that incorporate a health perspective if their training includes research findings that increase their awareness of the health impacts of these policies.

Abstract
Rationale, Aims, and Objectives Though strong evidence-based medicine is assertive in its claims, an insufficient theoretical basis and patchwork of arguments provide a good case that rather than introducing a new paradigm, EBM is resisting a shift to actually revolutionary complexity theory and other emergent approaches. This refusal to pass beyond discredited positivism is manifest in strong EBM's unsuccessful attempts to continually modify its already inadequate previous modifications, as did the defenders of the Ptolemaic astronomical model who increased the number of circular epicycles until the entire epicycle-deferent system proved untenable. Methods Narrative Review. Results The analysis in Part 1 of this three part series showed epistemological confusion as strong EBM plays the discredited positivistic tradition out to the end, thus repeating in a medical sphere and vocabulary the major assumptions and inadequacies that have appeared in the trajectory of modern science. Paper 2 in this series examines application, attending to strong EBM's claim of direct transferability of EBM research findings to clinical settings and its assertion of epistemological normativity. EBM's contention that it provides the only valid approach to knowledge and action is questioned by analyzing the troubled story of proposed hierarchies of the quality of research findings (especially of RCTs, with other factors marginalized), which falsely identifies evaluating findings with operationally utilizing them in clinical recommendations and decision-making. Further, its claim of carrying over its normative guidelines to cover the ethical responsibilities of researchers and clinicians is questioned.

Abstract
Fatality rates such as fatalities per full-time equivalent workers are officially used to compare the risk level of the construction industry among various countries. However, each country evaluates the fatality rate using different conditions. This paper presents the comparison of fatality rates of various countries using conventional (national data) and pair (equivalent condition) methods through a time-series approach. The research was conducted in three stages. The risk level was evaluated in order in South Korea (1.54), Japan (0.84), Mexico (0.83), China (0.70), United Kingdom (0.15), and Singapore (0.13) in terms of national data. However, the risk level was re-evaluated in order in China (2.27), South Korea (2.05), Mexico (1.23), Singapore (0.98), Japan (0.80), and United Kingdom (0.47) in terms of equivalent conditions. The risk level of each can be changed when the fatality rate is compared under given equivalent conditions.

Abstract
Management theory has been neglected in the construction industry, which has rather focused on best practices. This paper investigates the theories implicit in two prevalent project control systems: the earned value method (EVM) and the last planner system (LPS). The study introduces two fundamental and competing conceptualizations of management: managing by means (MBM) and managing by results (MBR). The EVM is found to be based on MBR. However, project control based on MBR is argued to be inappropriate for managing at the operational level where tasks are highly interdependent. The LPS is found to be based on the MBM view. The empirical evidence from literature and case study suggested that the MBM view is more appropriate to manage works when it is applied to the operation level where each task is highly interdependent.

Abstract
Gasoline prices in the United States have been extremely volatile in recent years and rose to record high levels during the summer of 2008. According to the U.S. Energy Information Administration, the average U.S. gasoline price for the year 2008 was $3.26 a gallon, which was the second highest yearly average in history when adjusted for inflation. Transportation agencies reported changes in travel behavior as a result of the price spike, with transit systems experiencing record ridership and state departments of transportation reporting reductions in traffic volumes. This study examined the impact of changing gasoline prices on transit ridership in Washington State by measuring the price elasticity of demand of ridership with respect to gasoline price. Ordinary least-squares regression was used to model transit ridership for transit agencies in 11 counties in Washington State during 2004 to 2008. The price of gasoline had a statistically significant effect on transit ridership for seven systems studied, with elasticities ranging from 0.09 to 0.47. A panel data model was estimated with data from all 11 agencies to measure the overall impact of gasoline prices on transit ridership in the state. The elasticity from the panel data model was 0.17. Results indicated that transit ridership increased as gasoline prices increased during the study period. The findings were consistent with those from previous studies on the topic.

Abstract
The primary goals of Safe Routes to School (SRTS) programs are to increase the number and safety of children walking, biking or using other forms of active travel to school (ATS). This study reviewed quantitative and qualitative research and identified eight common factors that influenced the choice of ATS: distance to school, parental fear of traffic and crime, family schedule constraints and values, neighborhood and family resources and culture, weather, and school characteristics. Suggestions were made as to how these barriers and facilitators of ATS could be integrated into the decision to fund local SRTS programs and to improve their effectiveness. Published by Elsevier Ltd.

Abstract
In the on-site rebar delivery system, as the common method of rebar supply in the construction industry, reinforced steel bars are delivered in large batches from supplier's facilities through contractor's warehouse to the construction site. Rebars are then fabricated on-site and installed after assembly. In the new delivery system, called prefabrication Just-In-Time (prefab-JIT) system, the off-site cut and bend along with frequent rebar delivery to the site are applied in order to improve the process and increase its efficiency. The main objective of this paper is to assess and compare the environmental impacts resulting from the air emissions associated with the two rebar delivery systems in a case study construction project. Environmental impact categories of interest include global warming, acidification, eutrophication, and smog formation. A process-based cradle-to-gate life cycle assessment methodology is applied to perform the analysis. The results show that the prefab-JIT rebar delivery system causes less contribution to all mentioned environmental impact categories compared with a traditional on-site delivery system.

Abstract
Objectives. The role of the built environment on walking in rural United States (U.S.) locations is not well characterized. We examined self-reported and measured built environment correlates of walking for utilitarian purposes among adult residents of small rural towns. Methods. In 2011-12, we collected telephone survey and geographic data from 2152 adults in 9 small towns from three U.S. regions. We performed mixed-effects logistic regression modeling to examine relationships between built environment measures and utilitarian walking (any versus none; high [>= 150 min per week] versus low [<150 min per week]) to retail, employment and public transit destinations. Results. Walking levels were lower than those reported for populations living in larger metropolitan areas. Environmental factors significantly (p < 0.05) associated with higher odds of utilitarian walking in both models included self-reported presence of crosswalks and pedestrian signals and availability of park/natural recreational areas in the neighborhood, and also objectively measured manufacturing land use. Conclusions. Environmental factors associated with utilitarian walking in cities and suburbs were important in small rural towns. Moreover, manufacturing land use was associated with utilitarian walking. Modifying the built environment of small towns could lead to increased walking in a sizeable segment of the U.S. population. Abstract
The recent global financial crisis increased the volatility of housing markets and furthered the ongoing disinvestment in public sector housing. This disinvestment has been manifest in urban restructuring programmes involving both the privatisation and the wholesale demolition of public/social housing. For example, programmes like HOPE VI in the USA have radically altered the landscape of public housing through the demolition of tens of thousands of housing units nationwide. However, what of the people who occupied this housing, and what of the lives they had built there? In such a context, deliberating on the notion of being at home becomes a pressing task, necessitating serious consideration of the lived experience of place and place attachments among those who have been displaced by such programmes. While research has studied outcomes such as the quality of the new neighbourhood and household economic stability, it does not adequately address the lived experience of place and the disruptions that forced relocation can cause. This paper brings the literature on place attachment into the discussion of urban restructuring programmes and discusses the findings of several empirical studies on place attachment to provide a more complete picture of the impacts of such programmes on poor people. It demonstrates how place attachments in the context of public housing are complicated by poverty, power dynamics, ambivalence, and stigma, underscoring how attachments are formed through the interplay of policy and programme rhetoric, and the active processes of meaning making among residents. Policy implications of considering place attachments in public housing redevelopment efforts are also addressed.
